In a jam, a traffic jam. That's where some New Yorkers find themselves when an accident involving a truckload of explosives, collapses and seals a section of the tunnel under the Hudson River. Former Fire Chief Kit Latura (Sylvester Stallone) just happens to be in the area when the disaster occurs. And, he knows the tunnel, and it's construction, better than anyone else. Kit realizes that he is the only hope of survival for those trapped in the tunnel. He quickly finds his way in and reaches the trapped motorists, but getting them out won't be as easy. The structure is growing more unstable and the water level is rising.
