Max Walker (Jean-Claude Van Damme) is not an ordinary policeman. He is a part of an elite unit that polices time travel to prevent someone from changing the timeline by using present knowledge or technology in the past. He is a loner type ever since his wife, Melissa Walker (Mia Sara), was inexplicable murdered in their home 10 years earlier. When the time police learn that someone has been going back in time and changing the past so that they can make millions, Max is sent to investigate. His trail leads to Senator Aaron McComb (Ron Silver) who is a shady politician, but also on the committee that oversees Max’s office. He and his partner, Sarah Fielding (Gloria Reuben), travel back in time trying to stop the timeline changes, each time they return they find the future significantly changed, the time police less funded, and the Senator more powerful. It is up to Max to set things right with the timeline, and possibly his own life.
